Most people have been taught that government begins with nations.
They think of legislatures.
Presidents.
Kings.
Parliaments.
Courts.
Agencies.
Bureaucracies.
Political systems.
Yet Scripture presents a very different picture.
Government did not begin with nations.
Government did not begin with elections.
Government did not begin with constitutions.
Government did not begin with legislatures.
Government began with the Creator.
Before there were nations, there was the Kingdom.
Before there were governments of men, there was the Government of God.
Before there were political systems, there was the Everlasting Covenant.
This distinction is essential to understanding stewardship, governance, jurisdiction, and the Kingdom of Heaven Trust Management System.
The question is not whether government exists.
The question is:
Which government are we discussing?
The Kingdom established by the Creator?
Or the systems established by men?
Understanding the difference changes everything.
The Creator is the source of all things.
He is the Author of life.
The Source of authority.
The Settlor of the Everlasting Covenant.
Government therefore originates with Him.
Not with institutions.
Not with nations.
Not with rulers.
The Kingdom of Heaven was not created by man.
It was established by the Creator Himself.
Its authority does not depend upon recognition by earthly institutions.
Its authority does not depend upon political approval.
Its authority does not depend upon force.
Its authority exists because the Creator established it.
This reality remains true regardless of what earthly governments may exist at any given time.
The first government described in Scripture did not involve a nation.
It involved stewardship.
In the Garden, the Creator established:
Purpose.
Boundaries.
Responsibilities.
Authority.
Accountability.
Adam was entrusted with responsibilities.
He was instructed to tend and guard.
He was given a sphere of administration.
This was government.
Not political government.
Kingdom government.
The administration of the Creator’s expressed Will through stewardship.
This pattern would continue throughout Scripture.
The Creator entrusts.
The steward administers.
The steward gives an accounting.
Government therefore begins with stewardship.
Many people think of covenant as merely a spiritual concept.
Scripture presents something much larger.
A covenant establishes a governing relationship.
It defines:
The parties.
The responsibilities.
The expectations.
The inheritance.
The administration.
The Kingdom of Heaven operates through covenant.
The Creator establishes the Covenant.
The Covenant establishes the relationship.
The Word provides the governing instructions.
The steward administers according to those instructions.
This is government.
Not government through coercion.
Not government through political force.
Government through covenant administration.
One of the most important truths often overlooked is that the Kingdom exists independently of earthly governments.
Empires have risen and fallen.
Egypt.
Assyria.
Babylon.
Persia.
Greece.
Rome.
Countless kingdoms and nations have appeared throughout history.
Yet the Kingdom established by the Creator remains.
The Covenant remains.
The Word remains.
The responsibilities remain.
The duty to account remains.
The Kingdom therefore does not derive its existence from earthly systems.
It existed before them.
It continues during them.
It remains after them.
The Kingdom is not dependent upon earthly recognition.
The Kingdom is alive because its Founder is alive.
Modern society often assumes government originates from institutions.
Kingdom administration rejects this assumption.
The Creator remains the source of government.
Human governments may administer temporal matters.
They may establish rules.
They may organize societies.
They may provide services.
They may exercise authority within their own systems.
Yet they are not the source of government itself.
Government originates with the Creator.
This distinction helps explain why faithful stewards must understand the difference between Kingdom administration and human administration.
One originates with covenant.
The other originates with institutions.
One originates with stewardship.
The other frequently originates with organization.
The distinction matters.
Earthly systems often govern through external mechanisms.
The Kingdom begins somewhere entirely different.
The Kingdom begins with the steward.
The Creator governs through transformed hearts.
Faithful stewardship.
Conscience.
Responsibility.
Accountability.
Self-government.
This pattern appears repeatedly throughout Scripture.
The Creator develops the steward before expanding the stewardship.
The heart before the office.
Character before authority.
Faithfulness before jurisdiction.
This is one reason Kingdom administration begins with self-government.
The steward must first learn to administer themselves before administering greater responsibilities.
One of the greatest differences between Kingdom governance and many human systems involves the distinction between administration and control.
Administration serves a purpose.
Control frequently serves itself.
Administration seeks faithful stewardship.
Control often seeks compliance.
Administration strengthens responsibility.
Control often weakens responsibility.
Administration develops mature stewards.
Control frequently creates dependency.
The Creator’s pattern consistently emphasizes stewardship rather than domination.
The objective is not merely obedience.
The objective is transformation.
The goal is not simply compliance.
The goal is faithful administration.
The Kingdom model differs dramatically from worldly models of governance.
The world often begins with power.
The Kingdom begins with responsibility.
The world seeks control.
The Kingdom seeks stewardship.
The world often centralizes authority.
The Kingdom distributes responsibility.
The world asks:
“Who rules?”
The Kingdom asks:
“Who is faithful?”
The world frequently measures success by power.
The Kingdom measures success by stewardship.
This difference influences every aspect of administration.
Understanding the distinction between Kingdom government and human government helps clarify the steward’s responsibilities.
The primary question is not:
“What system exists around me?”
The greater question is:
“Am I faithfully administering what the Creator has entrusted to me?”
This question applies regardless of circumstances.
Regardless of nations.
Regardless of political systems.
Regardless of institutions.
The faithful steward remains accountable to the Creator.
The Covenant remains in force.
The responsibilities remain.
The Kingdom remains.
Within the Kingdom of Heaven Trust Management System, governance is not primarily political.
It is covenantal.
The Creator is the Settlor.
The Everlasting Covenant is the governing framework.
The Word provides the instructions.
The steward administers according to those instructions.
The objective is not to conquer earthly governments.
The objective is not political power.
The objective is faithful execution of the Creator’s expressed Will.
Kingdom administration exists whether earthly governments recognize it or not.
Because the Kingdom’s authority originates from the Creator rather than from man.
Government did not begin with nations.
Government began with the Creator.
Before there were kings, there was the Kingdom.
Before there were legislatures, there was the Covenant.
Before there were political systems, there was stewardship.
The Kingdom of Heaven remains the oldest and most enduring government in existence.
Its authority does not originate from men.
Its authority does not depend upon institutions.
Its authority originates from the Creator.
For this reason, the faithful steward focuses first upon covenant administration.
The steward seeks to faithfully execute the Creator’s expressed Will.
The steward governs themselves.
Administers what has been entrusted.
Protects the inheritance.
Serves the purposes of the Kingdom.
Because regardless of what systems rise and fall throughout history, the Kingdom remains.
The Covenant remains.
The Creator remains.
And faithful stewardship remains the central responsibility of every steward within His Government.
